The publication appeared in conjunction with the first Summit of Micronations, 29-31 August 2003 in Helsinki. The participants of the summit, The Principality of Sealand, NSK-State, Kingdoms of Elgaland & Vargaland, Ladonia, Transnational Republic and State of Sabotage, have contributed rare documents relating to their amazing endeavours.

The appendix of the publication contains an extensive micro-national glossary.
